HSE Offshore Representative

About the role

The HSE Offshore Representative will act as the project’s HSE focal point on installation vessels, ensuring safety and environmental standards are met during offshore operations.

Key responsibilities

• Monitor and supervise HSE activities of contractors and subcontractors on J‑Lay, S‑Lay, PLSV and MSV vessels.
• Provide daily HSE reporting to the SURF Installation Manager and Deputy, and maintain HSE performance indicators.
• Conduct routine and random inspections, track corrective actions, and report anomalies, violations and unsafe practices.
• Participate in kick‑off meetings, toolbox talks, safety tours and HSE audits, and support incident investigations and root‑cause analysis.
• Develop and audit worksite instructions, permit‑to‑work documentation and HSE campaigns onboard.

Required profile

• Engineer or Offshore Supervisor with at least 15 years of oil‑and‑gas experience, especially in SURF activities.
• Strong knowledge of Surinamese offshore regulations, SIMOPS, and international HSE standards.
• Proven ability to resolve HSE, technical, procurement and construction issues in a major EPCI project.
• Excellent communication, organisational skills and fluency in spoken and written English.

Required skills

• BOSIET, T‑BOSIET or FOET certification.
• Technological Risk Awareness, Cause Tree Analysis and Golden Rules training.
• Valid offshore fitness‑to‑work certificate (e.g., OGUK), Seaman’s book and CA‑EBS OPITO certification.
• Practical experience with riser pull‑in/pull‑out, flexible‑lay, rigid‑pipelay, riser construction (lazy‑wave, steel hybrid) and subsea‑structure installation.
• Hands‑on experience onboard rigid‑lay vessels, PLSVs and offshore support vessels.
