Coastal MUMA Plans Assessment Consultant

About the role

The BioGov project in Suriname seeks an experienced consultant to review and assess the management plans of four coastal Multiple Use Management Areas (MUMAs). The assignment involves a rapid desktop assessment, alignment with the National Biodiversity Strategy and Action Plan (NBSAP), and the delivery of practical recommendations.

Key responsibilities

• Review management plans, implementation reports and supporting documents for the four coastal MUMAs and conduct a rapid desktop assessment of implementation status.
• Identify achievements, challenges, governance issues, gaps and constraints affecting conservation objectives and stakeholder participation.
• Assess alignment of each plan with Suriname’s NBSAP 2024‑2035 and the Kunming‑Montreal Global Biodiversity Framework.
• Produce a consolidated assessment report (15‑20 pages) with an implementation review, NBSAP alignment matrix, gap analysis, and priority recommendations, and present findings to BioGov and government counterparts.

Required profile

• Advanced degree in biodiversity conservation, environmental management, marine ecology, protected‑area management or a related field (or equivalent experience).
• Minimum 7 years of experience in biodiversity conservation, protected‑area management, or natural‑resource governance.
• Proven experience reviewing protected‑area management plans, conducting policy reviews, gap analyses or rapid assessments.
• Experience working with government agencies, Indigenous and Tribal Peoples, local communities and civil‑society stakeholders.
• Familiarity with the Convention on Biological Diversity, the Kunming‑Montreal Global Biodiversity Framework, and gender‑responsive biodiversity governance.
• Fluency in English; Dutch language skills are preferred.
