Biodiversity Proposal Writer (Consultancy)

About the role

The Biodiversity Governance Innovation Programme (BioGov) seeks an experienced consultant to support Suriname’s government and Indigenous and Tribal Peoples (ITP) institutions in accessing international biodiversity finance. Working remotely or from Suriname, the consultant will guide “learning‑by‑doing” proposal development aligned with the National Biodiversity Strategy and Action Plan.

Key responsibilities

• Facilitate reflection and opportunity‑mapping sessions with VIDS and KAMPOS to translate biodiversity priorities into fundable project concepts.
• Identify and assess financing windows from mechanisms such as GEF, GCF, Adaptation Fund and develop a pipeline of eligible opportunities.
• Lead the drafting of concept notes and full funding proposals, including the Cassava Witches’ Broom Disease Response initiative and the Local Research Centre Galibi project.
• Provide hands‑on mentoring and capacity‑building to government staff and ITP representatives throughout proposal development.
• Ensure all proposals embed social inclusion, gender equality and ITP priorities and meet donor requirements.
• Deliver a final summary report with recommendations for future biodiversity finance mobilization.

Required profile

• Advanced university degree (Master’s or higher) in environmental economics, biodiversity conservation, natural resource management or related field.
• Minimum 10 years of experience in international biodiversity or climate finance and successful grant writing for GEF, GCF, Adaptation Fund or similar mechanisms.
• Proven track record in resource mobilisation, capacity development and mentoring of government and community organisations.
• Experience working with Indigenous and Tribal Peoples, gender‑responsive programming and familiarity with BioFIN methodology is highly desirable.
• Excellent analytical, written and spoken English; Dutch language skills are an asset.
