Tourism Development Consultant – Spain & Portugal Best Practices

About the role

The Inter‑American Development Bank (IDB) seeks a consultant to identify, analyse and systematise best practices in tourism development from Spain and Portugal that can be adapted to strengthen Uruguay’s tourism sector.

Key responsibilities

• Prepare a detailed work plan and methodological framework covering conceptual framework, comparative methodology, timeline, sources, interview strategy and deliverable structure.
• Analyse best practices in tourism supply, including product diversification, territorial development, innovation, digitalisation, sustainability, investment incentives, employment and quality standards, with focus on wine and gastronomic tourism.
• Analyse best practices in tourism promotion, covering country‑brand positioning, international marketing, market segmentation, digital tools, tourism intelligence, public‑private coordination and financing mechanisms.
• Review the regulatory and institutional framework for tourism, assessing governance models, coordination across government levels, destination‑management, investment and tax incentives, financial instruments, quality and sustainability standards.
• Develop policy recommendations for Uruguay, proposing actions to strengthen wine and gastronomic tourism, improve promotion, modernise regulatory and incentive structures and reinforce tourism institutions.

Required profile

• Bachelor’s degree (post‑graduate studies preferred) in Tourism, Economics, International Relations, Public Policy, Territorial Development or a related field.
• Minimum of 7 years of professional experience in tourism policy, territorial development, marketing and international comparative studies, preferably with consulting experience for multilateral organisations or governments.
• Proven proficiency in Spanish and English (both written and spoken); knowledge of French and Portuguese is a plus.
• Citizenship of one of the IDB’s 48 member countries and no close family ties to IDB staff as defined in the posting.
