PEC Consultant – Education PPP Analysis and Comparison

About the role

The Inter‑American Development Bank (IDB) seeks a detail‑oriented consultant to lead the analysis and comparison of public‑private partnership (PPP) models in education across Latin America and the Caribbean. The consultant will design and apply a methodology that quantifies the value‑for‑money of PPPs versus traditional public procurement.

Key responsibilities

• Develop a comprehensive database of education PPPs and traditional procurement cases for benchmarking.
• Review and synthesize literature, evaluations, and evidence on education PPPs.
• Structure and validate the publication framework, including drafting, revisions, and layout support.
• Define and validate key variables and indicators to assess PPP effectiveness (cost, time, administrative and pedagogical outcomes).
• Design a methodological framework with a Value for Money (VfM) approach.
• Create a practical evaluation tool and user guide.
• Conduct a diagnosis and case study in a selected country, applying the methodology and tool.
• Collect, clean, organize, and analyze public and administrative data.
• Consolidate, validate, and disseminate case‑study results, supporting IDB and stakeholder validation.

Required profile

• Master’s degree in Economics, Engineering, Business Administration, Public Policy or a related field; doctorate or postgraduate studies are a plus.
• Minimum 5 years of professional experience in designing, monitoring, and evaluating public policies.
• Proven experience applying econometric or statistical methods to policy analysis.
